Prior to his mayoral term, Dailey had served as a member of the Little Rock Board of Directors since January of 1989. After his reelection in 1992, the members of the Board chose him as Mayor.

In 1973, Mayor Dailey began his career in public life by serving on the Little Rock Board of Directors. After one term, Dailey left the public sector to concentrate on the family's office supply business. In 1980, he was elected President of the National Office Products Association, the first and only Arkansan to hold this position.

As Mayor of Little Rock, Dailey worked closely with the Board of Directors in overseeing the development and implementation of two community-wide collaborative efforts: FUTURE-Little Rock and Vision Little Rock. These efforts have led to the creation of a comprehensive vision and related action plan for Little Rock's first ten years of the new millennium.

In 1998, with support from Mayor Dailey, the Mayor's Youth Council was formed as a result of America's Promise.
